I think season 7 and 8 are the most underrated. Yes, around here they are liked, but in other places they are often cited as the start of the decline. I couldn't agree less. Season 7 is probably my 5th favorite season of the entire series, particularly since it has so many memorable moments, and gags which are still quoted and remembered today. Peter is at some of his most energetic (and is still his childlike self, not just a dick), and Family Gay is one of the funniest episodes they've ever made. Dead serious. That episode is just impossibly funny.
Season 8 however is still great too. It's not as great as season 1-5 and 7 (although maybe better than 6, even though that has some amazing highlights as well), but it's still a very strong one. Just like 7, it has a lot of iconic jokes which people still recite, and has the most impressive premiere of any season: Road To The Multiverse. Universally loved by fans, and even by nonfans, simply because it's so creative and clever. The mix of artstyles, the commentary on all different worlds... it's excellent. It was a very interesting and controversial season as well. It has Dog Gone, which was criticized by PETA; Extra Large Medium, which outraged Sarah Palin; Brian & Stewie which splits fans apart whether it's a good emotional outing or just a grossout fest; Quagmire's Dad which was widely criticized for its depiction of transpeople and transphobia (even though it can be argued they attempted to make fun of people with ignorant views) and of course, the only other episode which was banned: Partial Terms Of Endearment. It's an offensive, but also important episode. Definitely one you can't miss.
Peter was a bit more of a dick this season (one time where it was funny, in April In Quahog, and one time it wasn't, in Go, Stewie, Go), but he was still his funny childlike self most of the time.
I even think it's the last really well-animated season of the show, since after that it would start to look increasingly stiff and overprocessed.
